The design of a modular floating multi-purpose island inherently involves interaction within group with large range backgrounds such as engineering, architecture, sociology, climate modeling, and more. A heuristic approach was adopted for future developers to make first conceptual design. Four major considerations were distinguished discretize the space: module size, shape, principle, connection mooring. For each consideration set evaluation criteria defined. This article describes procedure that applied offshore energy, accommodation, aquafarming, transport logistics. Two reference installation scenarios different respective focus functionality, located in North Sea Mediterranean Sea, created basis step consisted participatory process involving stakeholders experts rate options category based on regard scenario.
